Technical Notes for the WHO-UNICEF National Nutrition Information System Guidance

The WHO-UNICEF Technical Expert Advisory Group on Nutrition Monitoring (TEAM) created the first-ever global guidance on NNIS to outline core concepts of a National Nutrition Information Systems (NNIS). Technical Notes are designed to help stakeholders understand and address critical issues relevant to the design and operation of NNIS. These guidance notes are 1) effective data visualization, 2) dashboards, scorecards and profiles, and 3) costing a NNIS

Data visuals facilitate the interpretation and use of data by taking advantage of the fact that the human brain processes visuals more rapidly than text. The power of data visuals such as scorecards, dashboards and profiles, is their ability to fuel an increase in data use. The wider application of these tools is a positive trend that supports a growing interest in and emphasis on the use of data. However, for these data visuals to function as powerful agents of change, they need to be well-designed. This Technical Note provides a set of useful tips and reflection questions to support the design of data visuals that facilitate the effective translation and use of data from national nutrition information systems (NNIS).

National nutrition information systems (NNIS) can be “data rich” but “information poor” without a thoughtful strategy on how to transform data into actionable evidence.  This guidance presents tips for selecting and producing effective data visualizations for a wide range of purposes and audiences. It complements the NNIS Technical Note titled “The Power of Nutrition Dashboards, Profiles and Scorecards”, which provides detail on assembling more specific types of performance monitoring and accountability outputs that use data visualization (dashboards, profiles, scorecards). One strategy is data visualization, which involves the use of graphic displays of data to tell a story.

A costing exercise is an important early step in planning a national nutrition information system (NNIS). The exercise helps to specify the resources required for the successful development and implementation of an NNIS (i.e., the investment of resources and efforts required to build a functioning NNIS). This guidance outlines key steps that countries can take to cost their nutrition information systems.
